Patricia MacCubbin, MS
President & CEO
Patricia MacCubbin, President and CEO of Research Ethics Group, has 20 years of Human Research Subject Protections Program experience in a variety of Institutional Review Board (IRB) settings, as well as experience as a public health researcher and manager. Her IRB experience covers social and behavioral research institutions, academic medical centers, and commercial IRBs.
She has served in a variety of leadership positions such as the Vice President and Head of Board Operations at Schulman Associates IRB, an independent IRB in Ohio, and Executive Director of the Office of Research Conduct and Special Assistant to the Vice Chancellor for Research at The City University of New York (CUNY) and the Research Foundation of CUNY. At CUNY she was responsible for the University’s entire Human Research Protections Program, with oversight responsibility for 21 IRBs on 18 CUNY campuses within the City of New York. She also advised the Vice Chancellor on Animal Welfare (IACUC) and Responsible Conduct of Research issues. In addition to her responsibilities at Schulman IRB and CUNY, she served as the Director of the IRBs at the New York State Department of Health in Albany, NY, and the University of Utah in Salt Lake City.
Besides organizing and hosting seven successful Human Research Protections conferences while at CUNY, MacCubbin has been an invited speaker at numerous Public Responsibility in Medicine and Research (PRIM&R) Advancing Ethical Research and Association of Clinical Research Professionals (ACRP) conferences and at workshops sponsored by the US Office of Human Research Protections (OHRP). She was an invited speaker at the Korean Association of IRBs (KAIRB) International Conference and Symposium in Seoul, South Korea, in September 2012.
Her commitment to human research protections is evidenced in her community service. She is a member of the Collaborative Institutional Training Initiative (CITI) Developers Group, has served as a volunteer on planning committees for the PRIM&R annual meetings, and as a member of subcommittees of the Consortium of Independent Review Boards (CIRB). She is the Senior Consultant for the Scientists Center for Animal Welfare (SCAW), serving on the planning committees for the annual conference and regional workshops. She serves on the Ethics Committee for ACRP. She served as an IRB member for the Utah Department of Human Services IRB and the Weill Cornell Medical College IRB.
She has been a member of the Editorial Board of the Journal of Public Health Management and Practice since 1998 and is currently serving as the Human Subjects Protections Consulting Editor. She has been a reviewer for the American Journal of Industrial Medicine.
MacCubbin has first hand experience in issues related to the conduct of research, having been a biostatistician/epidemiologist conducting public health research at the New York State Department of Health prior to entering the human research protections field.
She earned a Bachelor's degree in Mathematics from the College of Saint Rose in Albany, NY, where she has recently been honored as an Alumni of Prominence. She earned a Master's degree in Applied Statistics from Union College in Schenectady, NY. She supplemented her background with additional coursework in epidemiology and biostatistics, public health law, and technical writing.
